Napolitano: Internet Monitoring Needed to Fight Homegrown Terrorism

Fighting homegrown terrorism by monitoring Internet communications is a civil liberties trade-off the U.S. government must make to beef up national security, the nation's homeland security chief said Friday. As terrorists increasingly recruit U.S. citizens, the government needs to constantly balance Americans' civil rights and privacy with the need to keep people safe, said Homeland Security Secretary Janet Napolitano. But finding that balance has become more complex as homegrown terrorists have used the Internet to reach out to extremists abroad for inspiration and training. Those contacts have spurred a recent rash of U.S.-based terror plots and incidents.

"The First Amendment protects radical opinions, but we need the legal tools to do things like monitor the recruitment of terrorists via the Internet," Napolitano told a gathering of the American Constitution Society for Law and Policy. Napolitano's comments suggest an effort by the Obama administration to reach out to its more liberal, Democratic constituencies to assuage fears that terrorist worries will lead to the erosion of civil rights. The administration has faced a number of civil liberties and privacy challenges in recent months as it has tried to increase airport security by adding full-body scanners, or track suspected terrorists traveling into the United States from other countries.

Kiwis buy bootleg kidney transplants

New Zealanders desperate for kidney transplants are using the internet to buy organs from Third World countries. A senior Auckland doctor said yesterday that he had dealt with two cases in which New Zealanders had bought kidneys and had the transplant operations in the Third World - and he knew there were others. "They are very rare, but it happens," said Associate Professor Johan Rosman, chief medical officer and renal physician for Waitemata District Health. "They come back to us and we say, 'Where have you been? You've been away for six months? 'Yeah, I've bought me an organ'. "I've seen two but there are many more, and I know that in the Netherlands and in the US it's very common practice. One of the NZ patients had a badly done transplant, and the other had a successful operation. "It's always the same thing - they say, 'We're going to buy a kidney', and all of a sudden they're gone, they don't come for dialysis any more. Then they show up and they have the kidney."

Internet aids terrorist recruiting, radicalization, Pentagon says

Militant groups can radicalize individuals and train them to carry out terrorist acts much more quickly today, in part thanks to the Internet, according to military and counter terrorism experts. Militant groups and some individuals have “maximized” the use of technologies such as the Internet. Government officials say the case of Umar Farouk Abdulmutallab, who allegedly attempted to blow up an American airliner in Detroit on Christmas Day, points to just how fast groups can radicalize an individual.

Mr. Abdulmutallab was identified, contacted, recruited, and trained all within six weeks, according to a Pentagon counterterrorism official. That’s much faster than the two and a half years it took for Osama bin Laden to hatch the plan to attack the US nine years ago. While the two plans vary widely in scope, the faster time frame indicates how adaptive radicalized groups and individuals have become, say experts. “They have really improved their ability to radicalize people and bring them into the fight, which of course severely hampers our ability to disrupt and get ourselves involved in the process,” said Garry Reid, deputy assistant secretary of Defense, in testimony before a Senate panel Wednesday.

Al-Qaeda warns of 'spectacular attacks' on UK

In an astounding revelation, Al-Qaeda extremists have claimed that home-grown terrorists are plotting to attack targets in Britain.

According to reports, in an internet magazine read by thousands of Islamic extremists Al-Qaeda has labeled Britain and Europe as a bigger enemy than the United States.

It further says that the strikes are being planned by terrorists living in Britain and others overseas, and warns of “spectacular attacks”, 'The Sun' reports.

The site is promoted by supporters of deported hate preacher Abdullah al-Faisal who was booted out of Britain after serving a jail sentence for being found guilty of three charges of soliciting the murder of Jews, Americans, and Hindus, and two charges of using threatening words to stir up racial hatred.

"Al-Qaeda warns of 'spectacular attacks' on UK", ExpressIndia.com, 8/17/09.
