MI5 head warns of serious risk of UK terrorist attack

The UK faces a continuing serious risk of a lethal terrorist attack taking place, the head of MI5 has warned. Jonathan Evans raised concerns over the number of soon-to-be-freed inmates who are "committed extremists and likely to return to terrorist activities". He also said Somalia and Yemen were important concerns for MI5, as a source of serious plots against the UK. And, he said, the security service had not expected dissident republicanism to grow as it had in Northern Ireland. Mr Evans, who made the rare public remarks to the Worshipful Company of Security Professionals in London, said dealing with international terrorism remained the main focus of MI5's efforts.

Radical police shake-up outlined for UK

Plans for a massive shake-up in policing in England and Wales have been outlined by the home secretary. A new national crime-fighting agency, to replace the Serious Organised Crime Agency (Soca), and establishing police reservists are among the proposals. People will also be able to vote in two years' time for locally-elected officials to oversee each police force. Shadow home secretary Alan Johnson said police did not back the plans as they would "make their job harder".

The Home Office consultation paper - Policing in the 21st century - was described by Home Secretary Theresa May as the "most radical reform of policing for 50 years". She told the Commons on Monday that the police had "become too bureaucratic, too much accountable to Whitehall, rather than to the people they're serving".

Key changes include:

  • the abolition of Soca in favour of a new National Crime Agency, which will include organised crime, border policing, and the child exploitation and online protection centre (Ceop)
  • the scrapping of Police Authorities. Instead, elected police and crime commissioners will have the power to hire and fire chief constables from May 2012
  • the proposed introduction of police reservists - a pool of volunteers to undertake police duties
  • "community crime fighters" - ordinary people could take part in joint patrols with officers. There will also be a push for more to become special constables or join Neighbourhood Watch schemes
  • phasing out of watchdog the National Policing Improvement Agency

Man Found Guilty After Twitter Joke About Blowing Up An Airport

In June 2008, while I was working part time security at a baseball stadium, I was confronted by a belligerent fan who was angered at my request to search his bag, which was and remains standard practice. The fan told me that he had a bomb in his bag and that he hoped it "blew me the [expletive] up". My first instinct was separate his head from the scrawny shoulders it sat on, but instead I gritted my teeth and escorted him to my supervisor and had him banned from the ground for a year. In this day and age, these types of idiotic remarks are not tolerated and in certain circumstances can be deemed very serious indeed. Certainly enough to warrant the intervention of criminal law.

For example: A man who threatened on Twitter to blow up Doncaster airport in England has been found guilty of sending a “menacing electronic communication”. He is thought to be the first person in the United Kingdom to have been arrested for comments on Twitter. He is now the first person to be found guilty for being “menacing” on Twitter. On January 6, 2010, Paul Chambers joked on Twitter “Robin Hood airport is closed,” he wrote. “You’ve got a week and a bit to get your shit together, otherwise I’m blowing the airport sky high!!” He was annoyed that snowfall threatened to delay his plans to travel to Ireland on January 15.

Londonistan

Just in case the Brits hadn't figured that out, the usual anonymous U.S. State Department official was happy to do it for them. Last month, an official told the Daily Telegraph that their country "has the greatest concentration of active al Qaeda supporters [in the West]," posing a threat to Britain and "the rest of the world." The same article cited a fresh and ominous finding from the director of MI5. He estimated his service was aware of some 2,000 "radicalized Muslims" who might be involved in terrorist plots. That figure, of course, doesn't include the population of plotters who have escaped MI5 scrutiny, like Abdulmutallab. As if to underline the threat, on Jan. 12, the British government banned two of the country's most notorious Islamist organizations, Islam4UK and Al Muhajiroun, under a 2000 anti-terrorism law.

So why is this particular front in the war on terrorism proving such a challenge? Haras Rafiq, a British Muslim who founded a think tank to combat Islamic extremism, worries that a big share of the blame goes to his own government. For decades, he says, Britain tolerated plotting by domestic Islamic radicals as long as they targeted other countries, often ones in the Middle East. "We gave them freedom to preach violence and extremism -- [as long as] they were preaching it abroad and not in the U.K. They used that freedom to take over community organizations, mosques, TV stations," he says. "They've been building capacity for their viewpoint." He describes the radicals' techniques as strikingly reminiscent of those of 20th-century communists and fascists. The Islamists have also mimicked the Irish Republican movement by using ostensibly non-violent political groups to covertly radical ends.
